When you download an app from google play it installs app without telling requirements and with out giving you the apk file. So, you can't install app without internet connection. If you don't have internet conectivity you can install apps but you will need apk file (Android Package). Yes, you can download apk file of every app/ game using computer. All you have to do is to install a extension in your chrome browser. Below is the sep by step guide:
1. Download extension.

2. After you have downloaded extension go to Settings>Extensions>Click Developer Mode and Click load unpacked extension.

3. Browse to the file you have downloaded. Leave the consumer key box empty and click okay.
4. Enable the extension. Login with your selected device version(In the next page). A small playstore icon will appear on the adress bar.
5. Login in with extension builtin id or login with your gmail ID. In case you login with your email follow the below steps otherwise we are done.
6. Enter your device ID.

Dial “*#*#8255#*#*” from your android phone
If you are using an android tablet
Go to Google Play Store
Download ‘Device ID’
Device ID will get your device ID for you.
